Udyamini - RWEC

GTC is the technical partner engaged by the American India Foundation Trust (AIFT) in the four year project, “Reinforcing Sustainable Rural Women Entrepreneurs in the Tea Value Chain and Initiating Corresponding Ecosystem Changes” in the Karbi Anglong district of Assam. The project, Udyamini - Rural Women Entrepreneurs Collaborative (RWEC), is part of Big Bets Collaborative, a consortium of seven organisations. RWEC envisages collaborative actions in the areas of clean energy, digital empowerment, value chain evolution, research, communication and ecosystem intervention to build a robust environment for rural women entrepreneurs (RWEs) in Assam and West Bengal.  GTC intends to empower 1000 RWEs among small tea growers in the Karbi Anglong district, Assam over a period of four years and will get integrated to equifarmtea for a long term sustainability.

Qualification: Post Graduate Degree in Social Science/ MBA/MSW/Rural Management/Law from a recognized university

Experience: Not less than 5 years in implementing and monitoring projects in the line with project work plan.

S/he should have experience in leading team, executing livelihoods programmes, establishing market linkages, liaisoning with ecosystem players like financial institutions, state and district level government bodies, local administration, willing to travel extensively.

 

Roles & Responsibilities

The Project Manager is responsible for:

Project Management

  1. Preparing the project Quarterly Work Plan for GTC’s RWE Project in alignment with the Annual Work Plan and Budgets;

  2. Ensuring the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities;

  3. Acquiring resources, liaising with government officials, vendors and suppliers and coordinating with team members to deliver projects according to plan. 

  4. Developing associated communications documents and effectively communicate project expectations to team members and stakeholders in a timely and clear fashion. 

  5. Liaising and networking with all relevant ecosystem players including relevant government departments, the Tea Board of India representatives, other tea related institutions, vendors and suppliers, financial institutions, policy makers and opinion leaders. 

  6. Ensuring efficient supply chain management and create systems at RWE and cluster levels to streamline (i) the supply chain from supply of green leaves, (ii) processing, (iii) aggregating, grading, sorting, packaging, (iv) warehousing, transportation; (v) manage multiple marketing channels including sales at the bulk buyers, retail and e-commerce. 

  7. Undertake regular monitoring visits to project sites and reporting on project progress and constraints; further monitor progress against the project objectives and as per the Monitoring & Communication Plan, and update the plan as required; preparing and maintaining monitoring spreadsheets of project activities;

  8. Manage and monitor identified project risks and update the status of these risks by maintaining the Project Risk Log;

  9. Prepare Project Quarterly Progress Report, Half Yearly Report and Annual Report (progress against planned activities, update on Risks and Issues, expenditures);

  10. Oversee administrative and logistical support for project visits by Managing Director, larger project partners and monitoring agencies;

  11. Supervise project team members and monitor external consultants, and influence them to take positive action and accountability for their assigned work.

  12. Develop and deliver progress reports, proposals, requirements documentation, and presentations.  Documenting and maintaining reports on all activities, including working with the Managing Director, to ensure that the experience and lessons learned from this initiative are documented and shared with all stakeholders and interested parties in India and with the collaboration.

  13. Conceptualise, draft proposals and leverage additional funds with respect to project deliverables

  14. Carry out any other relevant duties as requested by the Managing Director.

Financial Management

  1. Ensure accountability and efficient use of project funds;

  2. Manage and monitor financial resources and accounting to ensure accuracy and reliability of financial reports;

  3. Provide effective provision of services to RWEs and clusters including fair and transparent procurement, efficient logistics and sound financial management;

  4. Liaise with the Finance and Accounting Team on financial management of the project activities, including monitoring Project financial expenditures and transactions;

Job Description

  1. Develop and implement various admin processes and systems related to office and asset management, insurance, travel management, cost management, safety and security, stock/inventory management, and system compliances and Program/Project Management. 

  2. Includes, but not limited to:

  3. Assessing asset requirement, gathering specifications and configuration, procure, configure, handover, ensure maintenance, and disposal. Ensure all assets are tabulated tagged and assets are accounted for. Process invoices.

  4. Placing the orders for stationery with suppliers. Maintain reasonable quantities of stationery in stock. Arrange for payment of accounts of stationery suppliers

  5. Servicing committees and Board, Partner and stakeholder meetings;

  6. Assisting with recruitment, public relations and marketing activities;

  7. Providing administrative support to Programme Staff;

  8. Drafting and interpreting regulations;

  9. Develop, implement, and monitor operational systems and processes including analysis of key metrics

  15. Events, Training and workshop coordination - Identification of venue for events, training and workshop, support in logistics, procurement of required materials and resources for the workshop. 

  16. Making flight, train, hotel and venue bookings on behalf of team members.

  17. Representing organisations in matters of contractual agreement; regulations or reporting  requirements stipulated by GTC, financial institutions, local, state, or national agencies. 

  18. Serving as human resource officer and oversees the implementation of personnel policies.

  19. Giving general information on GTC (e.g. main purpose, web address, physical location and directions) to callers.

Finance & Accounts Manager

Responsible for: Maintaining the accounts of the project RWEC within GTC accounting system.

Job Description

  1. Develop and manage annual and multi-year budgets that are adequate for the organisation’s needs including preparation of periodic budget forecasts 

  2. Prepare and maintain cash flow analyses as needed 

  3. Analyze monthly financial statements (balance sheet, income statement, and statement of cash flows) and effectively convey analysis to staff as requested 

  4. Assist in preparing year-end books for audit 

  5. Ensure operational compliance with policies, procedures and regulations for any necessary entities 

  6. Process vendor payments and check requests 

  7. Process employee reimbursements including managing employee credit card charges and reconcile credit card accounts 

  8. Reconcile bank accounts and general ledger accounts as assigned 

  9. Respond to inquiries from staff regarding budgets, deposits, disbursement and fund reporting requests.

Job Descriptions

The responsibilities of the Block Level Senior Project Officer would:

  1. Identify villages/ clusters and RWEs, conduct Outreach survey, and share data as per the required format/systems.

  2. Assist in selection of the RWEs for the project interventions.

  3. Visit and engage with RWEs and community members on a regular basis, develop enduring relationship with them and ensure that the project activities are on track.

  4. Empower RWE by making individual visits to their households, and conducting group meetings.

  5. Visit RWE households among small tea growers on a regular basis, develop enduring relationship with them and ensure that the project activities are on track.

  6. Empower RWEs in small tea farmer households, conducting group meetings and training sessions.

  7. Help, empower and monitor the Village Level Officers in performing the above functions.

  8. Liaise and manage relationships with various stakeholders.

  9. Take all steps to help RWEs among small tea farmers to set up Homebased tea processing, build their collectives, set up units of aggregation, convert them into relevant statutory bodies, ensure legal membership rights to RWEs and prepare business plans.

  10. Take all steps to determine places of operation at home and at the aggregation centre, set up processing infrastructure, negotiating with machinery suppliers and the installation of required equipments, help with operation readiness to run and manage the RWEs post the commencement of commercial operations.

  11. Manage, supervise and coordinate project activities for RWE operations, such as-

    1. Seting up the necessary machine units and a safe environment for processing of tea at home and sorting and packaging at the aggregation centre.

    2. Managing the workflow for processing of tea.

    3. Ensuring efficiency during the process.

    4. Overseeing the quality assurance of tea cultivation, plucking, transporting, processing, sorting, grading and packaging of tea.

  12. Liaise and manage relationships with various stakeholders at village and district level, and organize and arrange for meetings.

  13. Assist in updating training timelines and calendar, in collaboration with assistant program manager.

  14. In conjunction with the above, the Block Level Senior Project Officer will do the following tasks:

    1. Establish goals for processing of tea, and coordinate a plan to meet those goals.

    2. Ensure green leaf are of required quality and standards.

    3. Ensure production stays on schedule and meet quality standards.

    4. Write production reports.

    5. Analyze production data and optimize for efficiency.

    8. Watch for hiccups in the process, and look for opportunities to improve operations.

    9. Hire, train, and assess the performance of workers, when necessary

    10. Support RWEs and team members as questions, concerns, or feedback arise.

    11. Supervise team members and delegate tasks to team members and RWEs.

    12. Communicate with other team members, such as the accounts and financial department to record expenses and establish budgets, or the Project Manager to ensure the delivery of products.

    13. Support and facilitate the RWEs in legal and financial compliances.

    14. Facilitate the necessary capacity building for the RWEs to be able to successfully run the processing units, manage the enterprise, manage and liaison with crucial stakeholders, provide decision making support, enable leadership development and facilitate team working among the RWEs.

Required Competencies

  1. Hard-working professional with at least 3 years of experience in the implementation of women-oriented livelihood/ entrepreneurship specific programmes.

  2. Willingness to work in close collaboration with stakeholders including government, banking institutions and private sector

  3. The candidate must have basic knowledge about the tea sector, and good understanding of gender & livelihood issues in general. 

  4. Willingness to be based in Assam and travel extensively.

  5. The candidate must have good knowledge of written and spoken Karbi and/or Assamese and English.

Sustainability & QC Officer

  14. The Sustainability & QC Inspector will ensure applicable compliance at multiple levels with multiple agencies. Compliances may include obtaining, and in some cases, renewals of -

    1. GST Registration Certificate, Tea Board Registration Certificate, Factory License, FSSAI Registration, Legal Metrology Department, Trade License, TMCO License, Tea Waste Control Order Registration, Fire Safety, Pollution Control Board Approval.

    2. DG Set License, where installed

    3. Wherever applicable, regular submissions of GST Reports, Director KYC, Annual General Body meeting minutes, Board of Directors meeting minutes, AOC-4, MGT-7 etc.

    4. Wherever applicable, compliances include land conversion. Registration with Ministry of Corporate Affairs after preparing MoA and AoA, incorporation procedures including share allocations and registrations, obtaining PAN, TAN etc.

 

Required Competencies

  1. Must have a diploma or any equivalent education in quality control

  2. Real-time experience in the same domain is preferred

  3. Excellent documentation and presentation skills

  4. Excellent knowledge of Microsoft Office 

  5. Profound knowledge of quality control standards

MIS Executive

Job Description

The MIS Executive will install, upgrade, and troubleshoot the information systems of the company.

  1. Maintain and update the MIS system on regular basis and generate MIS reports.

  2. Create and update Dashboards in consultation with Project Manager.

  3. Develop, maintain and deliver progress reports, presentations with photographs, case studies, facts and figures. Document and maintain reports on all activities related to the project. Undertake analysis and develop brief reports of the research and other knowledge resources.

  4. Compile data, figures, and facts, in coordination with project team members, for reports and presentations.

  5. Develop collaterals and content for website & social media.

  6. Collaborate with project team and third-party consultants, and assist in developing high quality knowledge resources (such as documents, e-books, films, podcasts, IEC material etc.).

  7. Develop and design stories and case studies in close consultation with relevant team member and the Project Manager for Website/ Consumer Outreach/ Social-Media/ Project reviews/ Team meetings.

  8. Collaborate with consultants for MIS systems functioning and maintenance.

  9. Coordinate with consultants for internal and external project reviews.

  10. Facilitate with data, information, stories etc in the drafting of proposals to leverage additional funds with respect to project deliverables.

  11. Assist Project Manager in the preparation of the midterm and annual reporting under the project.

  13. Assist in project management and operations in the absence of the Project Manager.

Responsible for: Maintaining the accounts of the project RWEC within GTC accounting system.

 

Brief Job Description

  1. The Accountant will be primarily responsible for helping the RWEs in:

  2. Documenting financial transactions by entering account information including leaf purchase, labour costs, fuel costs, tea production, sale etc in Tally, supported by hard copies;

  3. Preparing vouchers and supporting documentation and ensuring those from the team members

  4. Preparing necessary invoices and vouchers for the purpose;

  5. Securing financial information by completing data base backups;

  6. Maintaining financial security by following internal controls;

  7. Preparing payments to vendors by verifying documentation, requesting disbursements and ensuring credits from customers;

  8. Monitoring and interpreting cash flows and predicting future trends;

  9. Preparing and draft the organisation’s Annual Financial Report;

  10. Suggest cost-reduction opportunities;

  11. Ensure all financial compliances alone or with the help of financial, MoC and compliance related consultants

  12. Provide all support to the auditors to ensure timely execution of annual auditing

  13. Prepare accurate financial reports to specific deadlines;

  14. Managing budgets as per projections;

  15. Coordinate with team members and ensure that the financial reports are obtained and accounted for 

  16. Keep abreast of changes in financial regulations and legislation.

Take all steps to help RWEs to- set up collectives, access credit linkages, set up Homebase tea processing units, set up aggregation centres, identity efficient transportation of processed tea, ensure quality standards, ensure efficient sorting cleaning and packaging of tea, conduct exposure visits, and liaise with stakeholders as well as other RWEs.

  9. Take all steps to identify locations and required infrastructure for organizing meetings/training sessions, and establishing aggregation centres, negotiating with suppliers/vendors, and help with its operation readiness.

  10. Supervise and coordinate project activities for RWEs, in collaboration with team members.

 

Required Competencies

Growing tea as a household agricultural activity by small farmers is a recent trend in tea industry in India. Small tea growers now contribute more than 50% of all tea produced in India. They are producers of green tea leaves for the mainstream players of tea in the domestic and international market. For most of the STGs (who own less than 2 acres of land) is just a subsistence activity. However, sensitised STGs are venturing into building enterprises based in response to the growing demand for healthy, traceable, socially and ecologically sustainable quality tea from conscious consumers.  

 

In the STG sector, tea cultivation being a household agricultural activity, women play a central role in the cultivation, plucking of leaves and in reaching it out the plucked leaf to the leaf agents or to the processing factories. However, normally in the tea value chain, women do not have agency and a number of ecosystem factors keep them to a situation where they become merely the suppliers of leaf their pluck to the leaf agents engaged by a processing factory. 

 

A formative phase intervention in Karbi Anglong, Assam has revealed that it opens up avenues for women in the households to set up enterprises to produce handcrafted tea for an increasing market segment. Such Rural Women Entrepreneurs (RWEs) in tea have the potential to engage in socially and environmentally sustainable entrepreneurial production of tea, thereby increasing their well-being. The formative phase action has also brought to the fore the importance of ecosystem interventions for sustainability and replication.
